Heidi Arthur, LMSW

Ms. Arthur is a Principal with Health Management Associates. She has 30 years of experience in delivery system redesign to promote health equity and build access to community-based health and human services. Her work with state, city, and county governments has expanded integrated behavioral health and primary care, enhanced clinical models to maximize new financing options, and supported the engagement of community-based organizations to address social health drivers of health disparities. Her recent work has focused on advancing peer supporters and community health workers, in acknowledgement that community is medicine. She is the co-founder of Lifting Voices for Meaningful Actionable Change, a peer led initiative to represent and promote inclusion of families and youth whose lived experience of the behavioral health system can expedite national transformation efforts targeting the youth mental health epidemic.
Ms. Arthur previously held grants management positions for the New York City Department of Health and Mental Hygiene and the New York State Office of Mental Health, where she oversaw implementation of post-9-11 trauma response programming within schools throughout the NYC Department of Education. She formerly led a public/private partnership to provide training and technical assistance to child welfare workers throughout the New York Administration for Children’s Services, and she started her career by implementing one of the country’s early systems of care initiatives serving families affected by substance abuse. She also held positions in child welfare, including positions in investigation, foster care, and adoption. Ms. Arthur earned her Master of Social Work from the Columbia University School of Social Work, where she has also served as a field instructor and an adjunct lecturer. She is a frequent conference presenter and the co-editor and author of the book Service Delivery for Vulnerable Populations: New Directions in Behavioral Health.
